Position: Chief Risk Officer

In the organization of the BNP Paribas Group, the RISK Function is global, integrated and independent.
Within the leasing business, which manages nearly €30 billion assets, RISK gathers more than 180 employees, divided between a Corporate function and local departments, which collaborate to implement RISK's organic missions:
• Advise the General Management in defining the risk appetite of the business,
• Provide an independent assessment of credit, asset, operational as well as data protection risks and verifies compliance of the business with risk policies,
• Inform, alert management on the level of risk,
• Contribute to the development of the RISK culture in the Leasing business.
In this context, the RISK function is recruiting a Chief Risk Officer for Romania based in Bucarest.
The CRO of Leasing Solutions Romania reports to the Chief Risk Officer of BNP Paribas Leasing Solutions business, with a functional link with the local Head of Territory of LS Romania.
Missions
The Chief Risk Officer is primarily responsible for fulfilling the missions of the RISK Function at the LS Country level, i.e. mainly:
Risk management framework
• Implement the BPLS Corporate RISK policies in the context of the local business environment through the setting of local addendum or specific local risk policies and procedures when necessary
• Deploy the RISK Corporate measurement framework according to BPLS Corporate RISK governance, policies and procedures
• Define, approve and implement additional local credit risk measurement in accordance with local regulation if applicable.
• Approve and implement the local delegation framework for credit risk, indirect risks (performance risks), asset risks, CSR risks and provisioning
• Contribute to the decision-making process for individual files within local delegations as a “second pair of eyes” (credit risk, indirect risks, asset risks, CSR risks and specific provisions)
• Participate to the local ALMT committee, and escalade local issues toward the Head of LS RISK ALMT. Be an active member of the LS - RISK ALMT community, by following the proposed training sessions and by contributing to the implementation of the IG recommendation.
• In terms of asset risk, act as a 2nd line of defence in compliance with corporate procedures
• Ensure compliance with the local regulation for the credit risk and indirect risks, with the support of local Compliance team and BPLS Corporate Risk team. Ensure the quality of risk data into the IT systems and collaborate with the CFO on this topic.
• Ensure the correct feed of risk data monthly consolidated into RFA corporate level Data warehouse (Risk Finance ALM data warehouse)
• Ensure proper implementation of an adequate operational risk and permanent control framework that meets Group RISK ORM standards (Risk & Controls Self-Assessment, control framework, independent testing plan, etc.) and alert local management in the event of inadequate permanent control framework, observed anomalies or significant incidents.
• Check & challenge the proper third-party risk management by the country as well as IT controls
• Define and implement a set of 2nd-level controls in accordance with RISK Corporate governance, policies and standards and regulatory requirements.
• In terms of Data Protection, appoint a local DPC correspondent or liaise with the country /Cluster DPO
Risk monitoring and anticipation
• Define and implement a risk monitoring framework
• Monitor WL counterparties as well as Forborne and Non-Performing Exposures.
• Discuss the overall risk profile with the local Management on a permanent basis and organise a quarterly local RISK committee.
• Report to the appropriate Corporate Committees and to the BPLS Corporate RISK teams on an on-going basis.
• Elaborate and update previsions of cost of risk for the Medium-Term Plans, Budget and Forecast exercises, and explain deviations between projections and observed figures.
• Provide the business with the normative cost of Risk included in the Businesses Models.
Risk culture
• Contribute to the promotion of the risk culture in Leasing Solutions at the country level
• Ensure adequate training for Business and RISK teams on credit, asset, and operational risks topics as well as concerning regulatory developments
• Ensure the local change management induced by RISK projects implementation
• Ensure the identification and promotion of talents in RISK teams at Country level and in coordination with other Risk teams across LS
Communication towards external parties
• Provide domestic supervisors and local external auditors with information and reports regarding risks booked in the local entities of Leasing Solutions
• Represent RISK LS country in consultations and meetings organised by domestic professional bodies regarding risk topics
Profile
Training, experience:
• Min 5 years at the university (Finance or Engineer Education).
• Confirmed experiences (10 year) in a similar function in RISK
• Knowledge of Leasing Business would be a plus
• Management skills
• Knowledge of Charisma
• Experience in portfolio management
• Proficient in provisions calculation and modelling
Knowledge and skills required:
• Financial analysis
• Ability to dialog with statisticians on scoring models.
• Good legal and / or economic knowledge.
