Key Responsibilities of role

Head of Territory Compliance, within the Compliance Department of BNP Paribas CIB Romania, with the following mission: 

  • Provide reasonable assurance to the Head of Territory, Territory relevant CIB Committee, Compliance CIB Europe, Bank's governance bodies and regulators on the compliance of the operations / activities with local laws and regulations and ensures action plans are launched for identified gaps and/or weaknesses.
  • Ensure consistency of the Compliance model and policy within the Territory
  • Adapt policies, procedures and control plan if needed from the local regulatory perspective
  • Control the effective implementation of Compliance rules, associated policies and control set-up. Follow & Control the effective implementation of Compliance tools & systems
  • Make Compliance decisions on issues reported by local teams in his/her scope of responsibility and in accordance with his/her delegation, involving the Compliance Domains or CO of BL when relevant.
  • Provide support and guidance to teams under Compliance Territory supervision. 
  • Maintain close relations with the regulators and be a key interlocutor with the regulatory authorities on his/her territory.
  • Aggregate and report risk on territory-specific issues notably as identified in yearly risk assessments or on ad hoc basis and liaise with Head of Territory on a mitigation plan. This should be reported to the Head of Compliance CIB Europe and Head of Territory. 
  • Establish an appropriate governance to manage risk of non-compliance: leveraging all available Compliance expertise and taking into account territory specificities.
  • Maintain local Financial Security List(s), updating them and tailoring their deployment to local requirements:
    1. Ensure together with local Legal the regulatory watch on those list(s)
    2. Assess/qualify expectations of local Regulator (such as asset freeze, surveillance, …) and enforce solutions to address them
    3. Define scope of application of local regulatory list(s) together with the Compliance officers of all entities present on the Territory (notably assess the territoriality reach of the local list(s) per local Regulator expectations)
    4. Promptly inform Compliance CIB management and GFS of the publication of a new regulatory list or changes to existing list(s)
    5. Take appropriate actions vis a vis GFS to ensure local regulatory lists are maintained and updated in Group filtering tools
    6. Perform periodic controls (integrity, coverage and lead-time) on the filtering against local lists.
  • Lead, manage and support Compliance teams in the territory 
  • Contributes to the protection of the Group reputation in the Territory.
  • Is the preferred point of contact for Head of Territory on compliance matters.
  • Supports the Head of Territory in organizing and preparing at least twice a year the Territory Compliance Committee in line with the Head of Territory Charter, 
  • Participates and provide input on compliance topics twice a year in Internal Control Committee.
  • Establishes a consolidated vision of territory compliance risks notably through the yearly Compliance risk assessments to Head of Territory and Compliance CIB EMEA, as relevant.
  • Develops and maintains a strong Compliance culture within the Territory.
  • Exercises delegated rights, and as well escalation and alert duties
  • Works in close cooperation with Compliance CIB Europe and local management to ensure consistency of decisions and operating models.
    1. Validate priorities for his/her direct reports
    2. Identify required improvements of organization, tools and processes
    3. Lead final decisions for his/her direct reports on recruitments and performance appraisal
    4. Identify local Compliance training needs, establish and monitor the Compliance training plan for Compliance staff, other local functions and businesses.
    5. Supervises and monitors all members of his team and thus notably ensures the timely completion of mandatory trainings
    6. Contributes to the operational risk and permanent control framework
  • Coordinate Compliance budget for the territory and/or legal entity 
  • Represent the Compliance function in Territory ExCo and all local decision governance bodies, as relevant and applicable.
  • Drive the change required within the Compliance Function, in interaction with the business
  • Independence of decisions; providing advice and guidance to business.
  • Establish and monitor a yearly Compliance training plan for staff under his/her scope
  • Act as PIC Responsible Officer or delegate this responsibility to one member of the local Compliance team.

What qualities do we look for?

  • Minimum 10 years of experience in the Compliance sector. 
  • Very good knowledge of the regulatory framework for the financial sector in Romania
  • Extensive compliance knowhow of the financial industry
  • Solid understanding of relevant European regulations
  • Good business and economic understanding and awareness
  • Fluent in Romanian and English, French is a plus
  • Understanding of products offered by the business and familiarity with the processes is a plus
  • Very good verbal and written communication skills
  • Ability to present legal and compliance –related topics to internal senior management and external regulatory authorities
  • Solution-oriented, with a positive ‘can-do’ attitude and the ability to persuade others
  • Well organized, able to prioritize work and keep deadlines
  • Self-confident and assertive; able to think critically and work independently
  • Excellent personal, inter-personal and influencing skills
