Position Purpose

The RISK OPC (Operational Permanent Control) Officer for RISK APAC (including ISPL RISK Hub) is in charge of operating, coordinating and consolidating the Operational Risk Management (ORM) framework – all non-financial risks – as first line of defence (LoD1) for the different RISK Streams. The main focus is to ensure and reinforce the comprehensiveness and consistency of LoD1, as well as to refine the assessment of the global risk profile within RISK APAC.

The RISK OPC Officer acts as RISK main point of contact and exercise a coordinator role with the different Streams in RISK APAC (including ISPL).

The scope covers include RISK APAC onshore territories as well as RISK in ISPL.

The RISK OPC Officer reports to the Chief of Staff of RISK APAC and locally to CRO ISPL.

Responsibilities

The RISK OPC Officer has the responsibility to assess and consolidate the operational risks to ensure the enforcement, rationalization and efficiency of the control framework.

This includes the following key responsibilities:

Coordinate the network with RISK Streams on OPC matters:

-  Homogenise the tasks and best practices performed by the RISK streams in APAC

-  Ensure that all teams within the scope are duly covered and the LoD1 ORM framework is rationalised.

-  Ensure liaison with RISK Global OPC teams and OPC updates and requirements

-  Ensure effective communication with all RISK teams (onshore and offshore) on OPC topics

Reinforce the consistency and robustness of the ORM framework implementation across the Streams:

-  Ensure a consistent implementation of Group operational risk management and permanent control methodologies within RISK Streams, concerning the following main components:

o   Procedures: ensure that “procedures correspondent” keep their inventory and renewal of procedures in a timely manner.

o   Risk and Control Self-Assessment (RCSA): Ensure the effective implementation and maintenance of the RCSA framework within RISK APAC

o   LoD1 control framework: ensure that LCP has been completed for the whole perimeter and control results are monitored periodically, ensuring the action plans have been defined and followed-up if case.

o   Historical and Potential incidents: ensure that Management and control functions are alerted in case of major incidents. Watch over external incidents to take them into account, if appropriate, and coordinate the monitoring process of potential incidents.

o   Actions and remediation plans: ensure the follow-up and provide a global overview of their status to the Management.

o   Findings, recommendations and permanent control actions: Provide a global vision of the follow-up status and risk mitigation.

o   End-User Computing inventories (EUCs): ensure the formalisation and keep a global inventory for the reporting.

o   Business Continuity framework: ensure that the teams inside the perimeter have a BCP/BIA as per Group procedures.

-  Ensure the effective implementation of Group operational risk tools (e.g. RiskOp360) and the data input on them (including RCSA and Local Control Plans).

-  Coordinate necessary programs or other efforts to ensure compliance with external and internal requirements, such as policies and procedures.

-  Preparation of RISK APAC ICC, provide a consolidated view on the operational risk profile for RISK APAC through the RISK APAC ICC

-  Contribute to Global RISK ICC with updates in RISK APAC on the operational risk profile for RISK APAC

Permanent Control Aspects

For all managers:

1.       Direct contribution to BNPP operational permanent control framework.

2.       Responsible for the implementation of operational permanent control policies and procedures in day-to-day business activities, such as Control Plan

3.       Responsible for ensuring team members to comply with regulatory requirements and internal guidelines.

4.       Responsible for reporting all incidents according to the Incident Management System

5.       Responsible for ensuring job descriptions are written, distributed and updated

6.       Ensure audit recommendations are resolved within the specific timeline.

Technical & Behavioral Competencies

-  Good knowledge of RISK scope and organization

-  Ability to communicate effectively transversally.

-  Excellent interpersonal and communication skills (oral and written)

-  Proficiency in Microsoft Office (Excel, PowerPoint, Word)
