Business area
Compliance is an independent function responsible for providing specialist advice and support to Senior Management, business lines and functions in adhering to internal controls and external rules and managing compliance risks.
The function typically acts as a second line of defence covering areas including; controls, assurance, monitoring, professional ethics, training and competence, whistleblowing, money laundering, market abuse, financial security and regulatory liaison.
Within the Group Compliance, Market Integrity Domain there are five specialist teams (“Practices”), including Record Keeping, which provides comprehensive and consistent 2nd line of defence compliance control and risk management programmes across all Group entities and business lines and functions globally.
In the UK, The Record Keeping Practice is integrated into UK Compliance.
Job purpose
The role holder is responsible for supporting the Head of Record Keeping Technology & Solutions, specifically by directly managing key projects/milestones and producing regular Market Integrity for all in scope projects and milestones.
Establishes and maintains effective relationships with key stakeholders and project sponsors, and maintains the Compliance Record Keeping Practice Channel Cartography.
Key responsibilities
Project management
• Support the implementation of the voice and e-communication record keeping Cobalt Program including its possible extensions.
• Responsible for the management of agreed projects and milestones.
• Working alongside the Record Keeping Practice – Data manager to support the transition of the project management tool Cobalt Navigator into robust, scalable applications.
• Act as a project manager for read-across exercises or remediation within the remit and/or assigned to the Record Keeping Practice.
• Build partnership with stakeholders, including at a senior level, on various levels of organisation (including Compliance, IT or across CIB or the Group) and promote a collaborative and consensual working culture.
Technology
• Lead the maintenance of Compliance Record Keeping Practice Channel Cartography.
• Support and when needed deputise the Head of Record Keeping Technology & Solutions – Director in their overall role.
• Promote best practices and culture on record keeping, communication of rules.
• Work alongside with Compliance advisory teams for Group and CIB functions and provide technological expertise. Contribute (or lead if directed) to Compliance participation of Group technological developments.
• Provide support to Compliance in check and challenge of historic incidents related to record keeping
• Stay aware of current business developments and regulatory issues that may affect record keeping environment and propose responses and solutions.
Governance & advisory support
• Cross-train, provide support and overall backup for the Compliance officer in charge of governance and advisory
o various governance related topics for Compliance Record Keeping Practice, notably but not limited to; Group Controls and Ethics Board.
o monitoring of the Compliance Record Keeping mailbox. Answer and / or escalate inquiries received.
o training initiatives related to the Record Keeping Practice policies and FAQ.
o the certification procedure across the Group including maintaining a robust reporting process.
o the global process where that the automatised control results are distributed to the relevant business lines.
Requirements
• Experienced Project or Programme Manager with a solid track record of managing large projects and programmes in UK and/or EU Financial Services environment.
• Proven track record of effectively delivering results in a fast-paced environment while managing multiple priorities.
• High level of interpersonal, presentation and communication skills.
• Excellent organisational and multi-tasking skills.
• Strong ability to build relationships and foster business partnering across multiple disciplines, internally and externally.
• An Ability to work independently under one's own initiative.
• Solid experience in conflict resolution and problem-solving skills.
• Outstanding attention to detail.
• Excellent knowledge of banking and related activities.
• Recognised Project Qualification preferable (e.g. PRINCE II, MSP, PMP).
• Proficiency in Excel, Word, PowerPoint.
• Strong process mapping and data analysis skills.
• Ability to think strategically and define solutions to deliver against the strategic aims of Record Keeping Practice.
