Head of ACCW IT Poland

Arval IT is an international IT organization, with a workforce of around 1 000 internal and external professionals located in several countries (France, UK, Netherlands …).
As part of our sourcing strategy, we are expanding our nearshoring capabilities by establishing a new IT Hub in Poland, within an existing business operations shared service center (ACCW). This IT hub will play a strategic role in the development of digital expertise, and internalization of key competencies currently handled by external partners.
Our ambition is to grow this hub to 150 employees by 2027.
To lead this initiative, we are looking for an experienced Head of IT Nearshoring Hub to build, structure and manage this new center of excellence.
MISSION
As the Head of IT Nearshoring Hub in Poland, you will be responsible for setting-up, scaling and leading the IT Hub. You will play a key role in talent acquisition, capability development, operational excellence and alignment with the Group IT strategy.
Reporting functionally to the Head of ACCW, you will join the Management Committee of ACCW.
Reporting hierarchically to the Deputy CIO (Head of Arval IT Core Processes) you will be part of Arval IT and will work closely with various stakeholders to ensure the hub delivers high value services.
MAIN RESPONSIBILITIES
Hub Strategy & Setup
- Define and execute the strategic roadmap for the IT Hub in alignment with the Group sourcing strategy and in close collaboration with the Head of IT Workforce
- Lead the legal, operational, and organizational set-up of the hub, in close collaboration with the Head of ACCW
- Establish the governance model, processes and KPIs to ensure operational success
- Drive the transformation from external to internal capabilities, in close collaboration with the Heads of IT Hubs in other locations and Tribe leaders
Talent Acquisition & Leadership
- Build a high-performing IT team, recruiting and retaining top talent in digital, software engineering, data and IT operations
- Define and implement a talent strategy to attract, onboard and develop IT professionals
- Foster a strong culture of collaboration, innovation and continuous learning
- Ensure employee engagement and professional growth within the hub
IT Delivery & Operational Excellence
- Oversee the delivery of IT services and projects, ensuring high-quality execution and alignment with business objectives
- Define and optimize ways of working (Agile, DevOps, ITIL…) to ensure efficiency
- Implement best practices in software engineering, cloud, cybersecurity and IT operations, as per the framework defined by Arval IT
- Drive cost efficiency, and contribute to the performance improvement and scalability of IT capabilities
Stakeholder & Vendor Management
- Collaborate closely with Arval IT teams, Business stakeholders, Procurement and external partners to ensure seamless integration of the hub’s services
- Act as the primary point of contact for Arval IT Leadership team
- Manage relationships with local authorities, academic institutions and tech ecosystems to strengthen the hub’s position in the market
- Oversee third-party engagements and ensure alignment with Group policies
Governance & Financial Management
- Define and manage the budget, investments and financial performance of the hub
- Ensure compliance with Group IT governance, security policies and regulatory requirements
- Regularly report progress, risks and key metrics to the CIO and IT Executive Committee
PROFILE AND QUALIFICATIONS
Must-Have
- 10+ years of experience in IT leadership roles, preferably in an international environment
- Proven track record of building and managing IT delivery centers, nearshore hubs or large-scale IT teams
- Strong expertise in digital transformation, software engineering, IT operations and Agile/DevOps methodologies
- Deep understanding of sourcing strategies, talent management and IT service delivery models
- Excellent stakeholder management and leadership skills, with experience working in global matrix organizations
- Strong financial know-how, with experience managing IT budgets and optimizing costs
- Fluent in English (Polish and/or French is a plus)
Nice-To-Have
- Experience in setting up IT Hubs in Eastern Europe
- Familiarity with cloud, cybersecurity and data analytics ecosystems
- Strong network within the Polish IT and tech talent market
