Energy renovation: European ambition built on structured support

Published On 28.05.2025

At a time when the energy transition is a key priority, citizens' expectations and public policies in terms of energy renovation vary from one country to another. A study conducted in February 2025, carried out by BNP Paribas with Harris Interactive and Toluna and conducted in eight countries, provides an overview of the perceptions, obstacles and drivers of energy renovation in European households. In France, 94% of people say they are concerned, a figure higher than the European average - there is therefore a strong awareness but still too often held back by the complexity of the schemes, the perceived costs or the lack of information.

Strong support for energy renovation among the French, despite persistent barriers

This survey was conducted in eight European countries: France, Belgium, Poland, Luxembourg, the United Kingdom, Italy, Germany and Spain. A total of 11,700 people were interviewed, based on 8 representative samples of the national population of each country, aged 18 and over.

The representativeness of the samples was ensured by the quota method, supplemented by a statistical adjustment applied to the following variables: age, sex, region of residence and income level of the respondents in each country. Each country was then weighted according to its demographic weight in the overall sample and according to the size of its population.

The results reveal that in France, 72% of respondents believe that taking action remains difficult, in particular because of the cost of the work, cited as a major barrier for 78% of French people surveyed. Between the cost, the administrative procedures considered complex, and the lack of clarity of the aid available, renovation is still an "obstacle course" for a large part of the population. For BNP Paribas, the energy renovation of housing is one of the most impactful levers for achieving a just and sustainable transition. This observation is not unique to France, since in the 8 countries surveyed, 76% of citizens want to get involved but say they lack the confidence, guidance or funding to get started. In addition, only 50% of homeowners say that they would renovate their home if they had better support.

A comprehensive support system to secure and simplify the renovation journey

These figures reflect a significant need for support, clarity and action.  This is why BNP Paribas has set itself the objective of supporting 400,000 energy renovation projects in homes in Europe by 2026 by relying on its subsidiary BNP Paribas Personal Finance, which has been a long-standing player in energy renovation in France and internationally, and its commercial banks. From France to Italy, from Belgium to Poland and Luxembourg, BNP Paribas' commercial banks offer tailor-made solutions to accelerate the support of their clients. Following a test phase conducted in 2024 in a dozen departments, BNP Paribas' Commercial Bank in France has extended its partnership with IZI by EDF, a specialist in supporting energy renovation works for housing.

To overcome the main identified obstacles, financial aid and support tools are now offered to BNP Paribas customers wishing to engage in the energy renovation of their homes:

  • BNP Paribas relies on trusted partners such as Domofinance, a subsidiary of BNP Paribas Personal Finance, which specialises in the financing of energy renovation, with a network of more than 1,600 partners and 20 years of experience. Domofinance provides a dedicated offer and support, with collective loans (including the Eco-PTZ) that do not induce solidarity between the member co-owners.

  • BNP Paribas also offers all its customers, as part of its partnership with IZI by EDF, support at each stage of their renovation project: from identifying the work to be carried out, to estimating its cost, through the mobilisation of eligible financial aid - directly deducted from the estimate - to the completion of the work, with the follow-up and support of qualified professionals. BNP Paribas thus ensures a reliable and secure journey.

  • This partnership is aimed at customers in France and is part of the Commercial Bank in France's scheme to support them in the energy renovation of their homes, in particular with the Energibio personal loan, intended to finance work related to energy renovation, as well as a real estate loan envelope dedicated to the financing of energy renovation work at the time of property acquisition with a subsidized rate.

  • In Italy, BNL BNP Paribas relies on its "BNL Abito" ecosystem dedicated to housing needs. "Mutuo Green" is a green mortgage solution offered by BNL BNP Paribas, for the purchase of homes with energy class A and B. With this loan, the bank is responding to the growing interest of consumers in sustainable financial products, and to the growing requirements of the regulations on the energy transition. "Agoràcasa" is an online platform to discover the energy class of your home with a free and non-binding assessment and to find qualified professionals for tailor-made renovation interventions, from design to completion.

  • In Belgium, BNP Paribas Fortis offers 30-year mortgage loans to help low-income customers with their sustainable real estate projects, in particular through So Simply, a platform for connecting private customers with trusted craftsmen, and Happy Nest, where buyers can rent a new and energy-efficient building and,  After a few years, buy it by partially deducting the rent paid from the purchase price.

  • In Luxembourg, BGL BNP Paribas supports its clients in their projects through a climate loan to finance roof insulation and window replacement work, an energy renovation loan for the installation of more efficient heating systems, thermal solar panels and an "energy advice for support in all stages of the renovation by a certified energy advisor.
