Job Title: Head - IT Factories

Department: CIO Office

Position Purpose:

Lead the IT Factories pillar – from strategy to delivery – by designing, building and operating a suite of internal technology for technology applications that embed security by design, control by design and AI by design. The role is responsible for:

•    Defining the technical roadmap and governance model for the pillar.

•    Establishing repeatable, audit ready processes covering the full application lifecycle (requirements → design → develop → test → release → production support).

•    Delivering high impact solutions for IT Asset Management, Access Rights Governance, Third Party connectivity, Open Share Services, Granular Reporting & Dashboarding – and any other “IT for IT” needs that emerge.

•    Building a platform engineer DNA (DevOps, CI/CD) and championing a culture of automation, efficiency and continuous improvement.

•    Acting as the primary technical liaison for on shore partners (Paris, London, New York, HK, Singapore etc.) and for the wider ISPL technology community.

Responsibilities

Direct Responsibilities

Strategic planning and vision :

•    Anticipate, plan and deliver technology solutions that meet client & organizational expectations.

•    Define a 3 year architecture roadmap (cloud native, AI/ML, security, observability).

•    Co-design with IT consumers the most efficient process factoring operational reality

•    Align pillar goals with the Group wide ISPL strategy and security policies. 

•    Build transparent, collaborative relationships with on shore CIB & ISPL process owners.

•    Keep global partners informed of initiatives, road maps, and risk mitigation actions.

•    Act as the technical “Go to value add” advisor for strategic IT for IT needs.

Delivery and operations:

•    Responsible for the stability, resilience and robustness of the platform/ organization

•    Responsible for technology within scope and consulted for shared technology projects at the territory level

•    Promote efficiencies, collaboration, innovation and new ways of working in line with the organization’s vision. 

•    Ensure continuous delivery of technical services through oversight of service level agreements with end users and monitoring of systems, programs etc.

•    Monitor the governance per the respective SLAs

•    Monitor project and operational risks; apply mitigation plans and escalate per the matrix.

•    Embed security by design (threat modeling, zero trust IAM, data privacy) and control by design (audit trails, RBAC, configuration as code).

•    Work closely with the Group Information Security function to enforce policies and manage vulnerabilities.

Software Engineering Excellence:

•     Build/re engineer applications with AI by design (model driven alerts, predictive asset life cycle, intelligent recommendation).

•    Build a team with platform engineer DNA – DevOps, GitOps, IaC, observability, MLOps pipelines.

•    Manage technology obsolescence and vulnerability remediation as a core activity for scope applications.

Cost & Budget Management:

•    Institute controls & monitor costs & efforts across the scope. Ensure alignment with onshore counterparts.

•    Contribute as an expert & value-add to strategic needs of the Group

•    Manage the budgets and expenses for scope

•    Define, communicate & enforce corporate procedures, policies, risk and controls, compliance guidelines and quality standards for the technology organization

Process, Compliance & Governance:

•    Implement strong processes that enhance Quality, Productivity and Transparency of delivery 

•    Advocate use of tools & procedures that enhances reliability & quality

•    Comply with the governance framework with a focus on efficiency

•    Drive quarterly governance Steering committees with Group stakeholders as well as ISPL CIO and ISPL CEO

•    Design and continuously improve end to end ADM/APS processes (CMMI 3+).

•    Ensure all solutions meet audit, regulatory (GDPR, local banking) and BNP Paribas security frameworks).

•    Champion tools & practices that increase quality, productivity and transparency (static code analysis, SAST/DAST, automated compliance gates).

•    Work with the central 1LoD and 2LoD teams to ensure all controls are in place

•    Lead and oversee automated scanning initiatives to continuously discover and inventory IT assets, identify vulnerabilities, and ensure timely remediation; integrate scanning results into the overall risk management and change control processes.

•    Fully accountable for overseeing business continuity strategies, plans & solutions for the department

•    Define & implement proper permanent controls on BCP activities within scope
