Position Purpose


The Chief data officer is accountable to foster value creation from the use of the bank’s data asset thru the definition and the deployment of the data strategy. The data strategy encompasses regulatory, legal, ethical, business, business intelligence, analytics and digital transformation aspects. The data strategy is being defined in partnership with the CDOs, CIOs and architects community in alignment with the group one
The primary role of the Chief Data Officer is to throughout the APAC Region:


i. Define information strategy practices, lead the creation and assure the ongoing relevance of the region's information strategy in association with the CIOs and CDOs
ii. Drive the development and deployment of the region's data and analytics platform. Lead strategy and the development of data and analytics products. To support these endeavors, collaborate with the CTO and CIO to assure products are released on time, on budget and with high quality.
iii. Work with head of businesses, functions and IT leaders to establish vision, to govern and to create a culture that manages data as an enterprise asset
iv. Identify and standardize the use and governance of data and analytics in support of the region's business strategy. This includes the governance of data and algorithms used for analysis, analytical applications and automated decision making.
v. Institute a systematic approach for enterprise information management to identify, prioritize and execute the data and analytic initiatives with clear line of sight to the group and region strategies and business outcomes.
vi. Define / adapt and enforce data quality and protection frameworks and principles to ensure efficiency and safety around data aligned with their usage.

The CIB Chief Data Officer (CDO) is appointed for APAC with the duty of oversight over the data quality of the CIB activities in the Region and of WM activities when embedded in the same legal entities as CIB. 

    

The Data Management Analyst reports to the Head of Data Management in the APAC CDO Office and is responsible to design, implement and perform data management processes and activities for APAC.

Responsibilities

• Regulatory


o Support regulatory and compliance programs related to data and analytics assets especially for regulatory reporting and data protection
o Coordinate with key stakeholders (operations, finance, IT..) to Ensure that the data used for financial and risk reporting and to support legal requirements is valid, reliable, traceable, timely, available, secure and consistent in line with BCBS 239
o Ensure that appropriate audit controls exist for data and analytics that serve as the source material for regulatory reports

• Governance


o Contribute to the regional data and analytics governance board to provide executive sponsorship and oversight organization
o Contribute to the Quarterly Regional Assessment Committee which is the main forum regarding the monitoring of data quality in the Region and escalation for data-related issues.
- Follow-up consolidation of feeds and data in Group Systems
- Monitor data quality
- Alert on major data quality issues
- Present data quality indicators
- Prioritize and follow-up action plans  (e.g.: mapping of systems when necessary) i.e: ensuring that data quality issues are reviewed and that corrective & preventive actions are defined to resolve them (including ownership of the actions)
- Share and facilitate the APAC data quality governance
- Present the results of the certification process
- Escalate matters for attention to the Global CIB Quarterly Assessment Committee (QAC)
o Contributes to the group governance via the CDO community and giving the updates on the APAC status to the group data-related programs (RADaR, PDP,…)
o Contribute to the enterprise information management principles, protection, policies and programs for stewardship and custodianship of data and analytics, in concert with legal, IT security, and risk and compliance offices
o In collaboration with the control functions (legal, compliance, IT security and RISK) define controls for the appropriate protection of enterprise information assets through a defined life cycle, from acquisition or creation to end of life destruction and disposal procedures

• Data Management ,quality and control


o Contributes the data quality management framework in the Region, in particular by managing effective escalation and remediation process, and ensuring effective use of data quality management tools
o Develop and maintain controls on data quality, interoperability and sources to effectively manage corporate risk associated with the use of data and analytics, compliant with Group requirement and any applicable regulation
o Maintain an adequate information trust model, controls for master data and metadata management, including reference data
o Generate key risk indicators to monitor data quality in the Region and share them with relevant stakeholders including OPC and independent control functions
o Ensures monitoring, escalation and resolution process of data quality issues by facilitating adequate interactions between data owners and data inputters;
o  Ensures, the broadcast of messages, norms, dictionaries, directives, procedures and best practices related to management of data integrity and quality which are provided by Group level.  Ensures the effective understanding and appropriation of the above and adapts local processes to comply with them.

o Strong written,  verbal communication and interpersonal skills required; must be equally comfortable discussing the enterprise information management strategic perspective with executives as well as implementation details with operational staff and IT
o Strong analytical and problem-solving abilities
o Ability to effectively drive change in a dynamic and complex operating environment

o Proven experience in business analysis, preferably in the corporate banking field
