The Regional Financial Security Compliance Officer provides a reasonable assurance to the Regional Compliance Officer and to the Head of Financial Security for Cardif Compliance, through opinions, risk assessments, supervision and level 2 independent controls, that the Financial Security
(*) Compliance set up set ups within the Cardif entities under his/her scope of responsibility function effectively, efficiently and consistently.
(*) – Sanctions & Embargoes, AML & KYC (including KYI, KYS, KYX…) Anti Bribery & Corruption
The Regional FS Compliance Officer is responsible for leading, managing and organizing the implementation of the FS Compliance framework within the Cardif entities under his/her scope of responsibility, in cooperation with Cardif Compliance FS HO Domain and transversal teams,
He/she is also responsible for assessing a consolidated view of Cardif Compliance FS risks within the Cardif entities under his/her scope of responsibility, for reporting it to the Regional Compliance Officer and to the Head of Financial Security for Cardif Compliance, and for supporting local entities for the escalation of the FS files accordingly to Cardif’s FS procedure
Scope: BNP Paribas Cardif Asia entities
He/She is the Compliance point of contact for the Local Compliance Officers for FS matters in the region.

Responsibilities
The Regional FS Compliance Officer provides a reasonable assurance to the Regional Compliance Officer and to the Head of Financial Security for Cardif Compliance, of the efficiency and consistency of the FS Compliance set-up within the Cardif entities under his/her scope:
- ensures consistent transposition/adaptation and deployment of the set-up of policies and methodologies provided by Cardif FS domain
- provides support and guidance to the Cardif local compliance teams
- delivers Compliance advisory on the FS topics reported by local and centrals teams according to approved decision and escalation processes
- assist local entities in the annual risk assessments required by the local regulation or BNPP standards
- Supports local teams in the implementation or incidents management related to local FS screening tools
- recognizes, prevents and manages (potential) reputational risks and qualified corruption cases
- ensures training and awareness of the local Compliance teams and regional Business teams
• Reports aggregated and individual FS Compliance risks, specific issues and mitigation plans to the Regional Compliance Officer and to the Head of Financial Security for Cardif Compliance.
• Implements the organization and governance of Compliance within the Cardif entities under his/her responsibility as required by Cardif group (insurance group regulation) taking into account local specificities including but not limited to FS and anti-bribery.
• Acts as a back-up for the Regional Compliance Officer in case of temporary leave.
• Supports Compliance teams within the Cardif Region:
- identifies required evolution of organization, tools and processes
- organizes and facilitates Cardif key Regional Compliance related committees
- follows effective implementation of IT tools in his/her scope of responsibilities
- ensures the execution of the policies and procedures of BNPP Cardif from FS perspective
- prepare regular/ad hoc reporting to Cardif HO and other functions if necessary
• Drives the change required within the Compliance Function in FS, in interaction with the Business and the Regional Compliance Officer.

Experience and Qualifications required
• Master degree
• 7 to 10 years’ experience in Compliance Financial Security in reputable Banks or Insurance companies
• Certified Global Sanctions Specialist (“CGSS”), AML / ABC ACAMS and/or IFSCO (International Financial Security Compliance Officer – BNPP internal certification) charter holder or similar certification preferred
• Strong organizational, analytical & time management skills, very good attention to details
• Flexible, resilient under pressure and decisive with a proven track record of delivering results to a high standard within tight deadlines
• Demonstrate the ability to work positively in a small team
• Demonstrate the ability to work effectively in a cross-cultural environment
• Excellent communication skill in written and spoken English and Chinese (Mandarin), Japanese/Korean/French are a plus
