Position Purpose
The Head of CEFS Client Referential – APAC is responsible for the end‑to‑end stewardship of the client‑referential “static data” ecosystem across the whole Asia‑Pacific region. The role guarantees that referential data are accurate, timely and compliant while providing the visibility, control and insight required by APAC management, business stakeholders, Global CEFS management and external regulators.
A critical part of the remit is to lead the Regional Coordinator – Client Referential (based in Hong Kong), ensuring that the 12 APAC territories operate under a common data‑governance framework while respecting local specificities. The position therefore balances strong central oversight with collaborative, territory‑level execution.
Responsibilities
Direct Responsibilities
Production Management Oversight
- Define & enforce the production operating model – set the standard processes for data extraction, validation, enrichment version‑control and distribution across all APAC sites.
- Monitor daily production – ensure each territory delivers data on schedule, within defined quality thresholds.
- Visibility & reporting – provide APAC‑wide and Global dashboards on volume, timeliness, error‑rates and risk exposure.
Transformation & Continuous‑Improvement
- Lead productivity & quality initiatives – drive automation, RPA, API‑based feeds and process redesign to shorten turnaround time and raise data quality.
- Change‑management ownership – lead and drive rollout new fields, system upgrades or regulatory‑driven changes with the support of Regional Coordinator – Client Referential.
- Lesson‑learn & best‑practice diffusion – capture successes/failures and embed them across the region.
Collaboration & Alignment
- Territory alignment – ensure the 12 APAC sites adopt the common production and governance standards while respecting local nuances.
- Global integration – translate APAC performance and issues to Global CEFS forums and bring back global best‑practices for regional adoption.
People & Budget Management
- Team leadership – direct the Regional Coordinator (HK) and production team based in India that executes the bulk of data‑processing.
- Talent & capability building – ensure the team has the expertise required to meet the evolving data‑governance landscape.
- Own the APAC referential budget – plan, monitor and report all spend (staffing, tools, licences, etc.).
- Cost‑optimisation – drive efficiency through automation, shared services and strategic sourcing.
- Resource allocation – balance workload across territories and the India hub.
Risk & Control Management
- Risk‑indicator monitoring – supervise KRI/KPI dashboards, raise alerts on data‑quality spikes, version‑control breaches or regulatory gaps.
- Incident response & audit readiness – coordinate remediation actions, produce evidence packages for internal/external auditors and regulators.
- Compliance alignment – guarantee that all referential processes respect local data‑privacy laws (e.g., PDPA, GDPR) and global Group policies.

Technical and Behavioral Competencies required
- 15+ years' experience in either business analyst, project management or internal controls / operational risk role
- Data‑Governance & Master‑Data‑Management – deep understanding of static‑data lifecycles, data‑quality frameworks and MDM platforms.
- Project & Programme Management – ability to lead multi‑year, cross‑border transformation programmes.
- Risk & Control Ownership – experience with operational‑risk monitoring, incident handling and audit preparation.
- Stakeholder Management & Influence – comfortable engaging senior executives, business owners, IT teams and regulators across cultures.
- Analytical & Dashboarding Skills – proficient in Power BI, Tableau or similar tools; capable of translating raw metrics into executive‑level insight.
- People Leadership – proven track record of building high‑performing, geographically‑distributed teams.
- Financial Stewardship – budgeting, cost‑control and business‑case development.
- Change‑Management – structured approach to rollout of new processes & technology
- Communication (English) – excellent written & verbal skills; fluency in at least one APAC language is a plus.
