Position Purpose
We are seeking a highly skilled and experienced Surveillance IT Manager to lead our APAC team based in Hong Kong. This role involves liaising with local sponsors (Compliance and Front Office Conduct Surveillance) and central teams responsible for the global systems used for Surveillance, for day-to-day and project activities.
The ideal candidate will manage a small team in Hong Kong. He or she will represent APAC IT in both local and global governance committees, overseeing both BAU and project activities within the scope. Technical fluency and project management skills are essential. The role also includes significant involvement in the specification and deployment of the next-generation surveillance systems, the first delivery of which is expected by the end of 2025.
Key Responsibilities
- Responsible for managing the Surveillance IT team in HK (2 team members).
- Represent APAC IT in APAC and global Surveillance quarterly steering committees and regular prioritization and follow-up meetings
- Actively participate into new generation systems design and specification to ensure that APAC requirements and constraints are covered.
- Ensure day to day level 2 support for systems users.
- Follow-up delivery of global packages into production (including integration testing and QA level controls where required)
- Propose and setup a control framework ensuring the data quality across the various workflows (eg Voice, eCom, trade surveillance…)
- Assist Production Support teams with incidents resolution, coordinate communication on status and resolution to senior stakeholders for serious issues, validate remediation plans, and follow-up their implementation.
- Liaise with central and regional IT teams involved in Surveillance work to ensure that APAC requests and priorities are transcribed and understood
- Escalate sensitive issues timely with the proper level of information
- Act as a key point of contact for stakeholders across the sponsors, various businesses, maintain a Book of work taking into account all the requests and prioritise them in accordance with APAC sponsors and priorities. keeping track of requests, and providing expert advice and guidance
- Ensure compliance with relevant regulatory requirements and internal policies
- For the system infrastructure located in Asia, to coordinate with local infrastructure teams in
- order to assure capacity, redundancy, performance (current and planned) and to ensure there
- are defined operating and support procedures. Where required, augment these with own team's
- escalation procedures.
Competencies (Technical / Behavioral)
- Master's degree in an IT related field
- minimum of 5 years of experience in Capital Markets with good knowledge on Trading platforms, Controls and Compliance within the APAC region
- Demonstrated ability to manage projects and interact with Senior business sponsors
- Highly analytical mindset, with a strong track record of delivering impactful results.
- Strong command of SQL, Python/scripting, and Java with the ability to manage large data sets.
- Excellent communication and interpersonal skills, with the ability to engage and influence senior stakeholders
- Strong understanding of the regulatory environment and compliance requirements in the APAC region
- Experience with electronic trading and/or payment chains is a plus
- Excellent command of English, French is a plus considering the need to interact frequently with the central Teams in Paris.
