Job Title: Head of FOCS (CCCO) – ISPL

Department: GM Front Office

About Business line/Function: Front office conduct surveillance

Position Purpose: The number of surveillance models that are being deployed for FOCS is expanding at a very fast pace. This expansion is being driven by new regulations and by an increase in the recommendations that are the output of internal and external audits and regulatory visits. This expansion will also increase the alert population and surveillance coverage and will require additional staff to investigate each occurrence to determine whether there is sufficient reason to generate a suspicious activity report.

Responsibilities

Direct Responsibilities

  • Lead a team of up to 100 surveillance analysts in accordance with the UK CIB Management Charter, set performance targets, conduct coaching, and drive career development.
  • Management of resources in FOCS ISPL team, including attrition, contractors and recruitment pipeline
  • Oversee the surveillance activities across Trade, Communications and Rogue Trading monitoring
  • Oversee the escalation of potential breaches to Level 2 FOCS team
  • Monitor and ensure adherence to Target Turnaround Time for the management of Trade, Communication and Rogue Trading alerts, with escalation to FOCS Level 2 teams where required
  • Partner with Front Office, Compliance and IT to resolve alerts, close investigations and implement process improvements
  • Produce weekly/monthly dashboards for senior management within an agreed template and present these to FOCS Global management teams regularly
  • Develop and manage relationships with FOCS Regional Heads and Team Leads. Represent FOCS ISPL in meetings with business, compliance, and key stakeholders
  • Coordinate response to Quality Assurance observations and implementation of recommendations
  • Contribute to the strategic development and effectiveness improvements of controls in surveillance tools across Trade, Communications and Rogue Trading
  • Lead the ISPL contribution in the delivery of surveillance technology projects
  • Manage optimisation and efficiency of surveillance resources within ISPL through capacity planning, skills-based work allocation and identification of opportunities for increased automation, enhancements and process re-engineering
  • Representation of FOCS ISPL in key management committees
  • Act professionally always and comply with the ethical standards and conduct expected by BNP Paribas and other relevant regulatory authorities
  • Comply with all applicable legal, regulatory and BNPP internal compliance policies as well as Code of Conduct.  This includes but is not limited to Financial Security, Know Your Customer, Due Diligence, Client Interest Protection, Market Integrity, Professional Ethics and Respect for colleagues
  • Own the management of Service Level Agreements between ISPL and Beneficiaries

  • Proven leadership of a high performing analytics/monitoring team, with a minimum of 15 years’ experience in a global market surveillance function
  • Strong stakeholder management and influencing abilities
  • Excellent written and oral communication with the ability to brief senior leadership.
  • High ethical standards and sound judgment.
  • Must have strong interpersonal skills, a flexible, collaborative and team-oriented approach to problem-solving and an ability to work in a fast-paced, rapidly changing environment

Specific Qualifications:

  • Capital Markets Certifications
  • Bachelor’s degree or higher, in some type of investment banking discipline
