Financial Security Officer, AML Surveillance - Analyst

Business area

CIB UK Compliance is an independent function responsible for providing specialist advice and support to UK Senior Management, business lines and functions in adhering to internal controls and external rules and managing compliance risks. 

The function typically acts as a second line of defence covering areas including; controls, assurance, monitoring, professional ethics, training and competence, whistleblowing, money laundering, market abuse, financial security and regulatory liaison.

UK Financial Security (“UKFS”) team has oversight responsibilities for; anti-money laundering (including PEPs and other high-risk clients), sanctions & embargoes and anti-bribery and corruption. The Head of UK Financial Security & UK Money Laundering Reporting Officer (MLRO) leads the team covering the following areas. 

  • Advisory
  • AML Surveillance
  • Anti-Bribery and Corruption
  • Anti Facilitation of Tax Evasion
  • Anti-Proliferation Financing
  • Financial and Trade Sanctions
  • Risk Assessment
  • Investigation and intelligence
  • Transversal financial security topics such as horizon scanning, training, policy.

The UKFS team performs a number of functions, which include:

  • Supporting and assisting senior management with adherence to applicable laws and regulations, as well as operating to high standards of business and ethical integrity;
  • Interpreting applicable laws, regulations and standards and advising BNP Paribas CIB London staff;
  • Providing training where appropriate to staff on a number of relevant laws, regulations and standards;
  • Monitoring and reporting on BNP Paribas CIB London and staff compliance with laws, regulations and standards (including where these may differ from between UK requirements versus EU laws and Group requirements.

Job purpose 

To support the Head of AML Surveillance and team and ensure that the CIB UK implements and maintains a compliant and effective systems and controls framework for AML Transaction Monitoring and AML Name Screening.

Key responsibilities

  • Support the team in the provision of accurate and timely advice to the business in relation to AML Surveillance including both AML Transaction Monitoring & Name Screening.
  • Assist the team in the operation and on-going review/assessment of the AML Transaction Monitoring systems and processes for CIB UK. 
  • Assist in the implementation and maintenance of local and group policies and procedures
  • Assist in the tracking and monitoring of escalated risks and issues.
  • Analyse external developments in guidance, regulation, legislation and fines as required.
  • Supporting the team to provide oversight of the regular review and/or changes to system configuration, parameters and thresholds to ensure effectiveness and efficiency.
  • Maintain up-to-date awareness and understanding of UK requirements, particularly in relation to Anti-Money Laundering, Financial Sanctions and FCA Handbook (in relation to Financial Crime) and FCA Financial Crime Guidance.
  • Contribute to the production of formal reporting to financial crime related committees and fora.
  • Quality Assurance of alert handling activity performed by near-shored teams in BNPP Lisbon.
  • Provide project support as needed.

Requirements

  • Technical and broad understanding of compliance in the field of financial crime prevention.
  • University degree as an indicator of an ability to understand and apply complex Compliance theoretical concepts, or via equivalent business experience.
  • A developing knowledge of BNPP, its products and services and the broader industry.
  • A strong personal focus on accuracy and attention to detail and able to prioritise workload based on changing business needs.
  • Enthusiasm to analyse and solve problems, learn and master new topics. 
  • An ability to communicate concepts and ideas clearly and effectively, in oral, written and visual forms.
  • Good written and oral language skills.
  • Skilled in the use of a range of standard computer software, e.g. Microsoft Office and the capability to learn the use of compliance systems and software.
