Business Overview:
Supervisory Affairs is one of three divisions in a rapidly expanding Public Policy and Regulatory Affairs team (“PPRA”) for BNPP’s IHC and Wholesale operations in the U.S.   BNPP sees Supervisory Affairs as a critical organizational component as BNPP moves to implement the IHC and the Enhanced Prudential Standards (including CCAR).   The objective of the Supervisory Affairs division is to ensure an organized, strategic and cohesive approach to BNPP’s bank regulators for the IHC and for its wholesale operations. Such approach must be well-grounded both in a sound understanding of BNPP’s US businesses and of regulatory processes and expectations.
The Supervisory Affairs team is expected to work closely with its sister divisions in PPRA, Corporate Governance and Strategic Regulatory Analysis and Implementation, and with executive management, business lines and control functions (including Compliance, Risk and Legal).  It also liaises as necessary with the equivalent teams at BancWest.
The Head of IHC Supervisory Affairs role will be a Director, reporting to the Head of Supervisory Affairs. He/she will serve as the central point of contact for BNPP’s bank regulators covering the IHC and the wholesale operations. The Head of IHC Supervisory Affairs is expected to work with the Head of Capital Markets Supervisory Affairs and the Head of Supervisory Affairs in directing the team.  Essential duties and responsibilities include:
  • Direct a team focused on key regulatory topics such as Risk Management and Compliance, Information Technology and Operations (including Cyber security), Capital Stress Testing (CCAR), Regulatory Reporting and Treasury.
  • Serve as the point person internally (with senior management) and externally (with the regulators) for regulatory matters related to the IHC.
  • Engage with senior management to discuss emerging regulatory issues, concerns and risks.
  • Facilitate cross-collaboration amongst the team and across functions within Public Policy and Regulatory Affairs.
  • Work with the Governance and Reporting team to generate MIS that is informative and analytical, and supports key reporting to Regulatory Committees and the Board of Directors.
  • Provide ongoing analysis of supervisory issues related to the IHC.
The Supervisory Affairs Division will also be responsible for maintaining an up-to-date tools, including issue management, exam management and communication tracking capabilities; and other documentation related to the IHC and the Wholesale operations.

The ideal candidate for the Head of IHC Supervisory Affairs will be a person who combines a sound understanding of BNPP’s businesses with an appreciation of regulatory expectations and supervisory processes. He/she must be able to develop a strong relationship with BNPP’s bank regulators, so to be seen as a trusted and effective interlocutor. He/She should have at least 10 years of relevant industry experience with - an MBA or a JD is a plus.
Many different types of experience (e.g., compliance, regulatory, front office, risk management) could provide a strong foundation for this role. However, the person must have sufficient experience and stature to be credible and effective in dealing with regulators and senior business officers. Responsiveness, judgment, good organizational skills and good writing skills are a must. Experience dealing with continuous monitoring and examinations in a bank that combines wholesale and retail operations would be a strong plus.
