Controls and Monitoring Manager, Central Compliance

Overall Job Purpose


To design, put in place and coordinate an effective Controls programme for Central Compliance and provide effective and efficient oversight of key control processes within the Transversal Compliance team. The Controls and Monitoring Manager will work closely with members of Transversal Compliance to ensure that key controls are maintained as well as developing the control framework for Central Compliance. As part of the wider Central Compliance team the role will also assist in tasks of the team as needed.



Key Responsibilities

  • To design, put in place and coordinate a Central Compliance Monitoring Control Plan. This covers all of the Central Compliance teams; Functions, Policies & Procedures, Registrations and Regulatory Management.
  • Work with the Functions Compliance team to design the Functions Compliance Control Plan, ensure all controls are fully documented with detailed procedures that are up to date and periodic monitoring takes place. 
  • Keep the Central Compliance Control Plan updated, check that the controls are being performed and records are kept in the correct places. 
  • To assist the wider Transversal team with the Controls Framework and act as a central point of coordination and the production of periodic management information (“MI”). 
  • Periodically conduct a holistic review of the controls within the Transversal teams to check validity and whether there need to be changes and improvements. 
  • Execute the performance of the Compliance periodic monitoring controls whether by performing the said controls or by coordinating their performance by the Central Team, including the production of periodic management information (“MI”). 
  • Agree with Compliance stakeholders the format and production of periodic MI, based on a risk-focused approach, combining output from periodic monitoring controls and advisory inputs. 
  • Implement processes for identifying any Inspection Generale, Internal or External Audit, Skilled Persons or other recommendations for Central Compliance, coordinating the agreement of same within Central Compliance, chasing/tracking them through to completion and reporting on progress in MI. 
  • Contribute to the compilation and communication of the periodic Compliance Risk Assessment/CoRIX of the Central Compliance activities. 
  • Consider the adequacy of the monitoring and controls framework, including first line controls, in the light of instruction and guidance from regulators, markets standards boards and internal initiatives such Group Compliance transversal topics (e.g. Market integrity, protection of client interest) 
  • Provide control oversight over key department processes including the UK CIB Decision process and the UK CIB Complaints process. 
  • Provide support and coordination for the UK CIB Staff Breaches process to assist the Head of Central Compliance and the Compliance COO. 
  • Assist with Central Compliance responsibilities of reporting, training, registrations and ad hoc projects as needed.


Financial Security

  • Contribute to the implementation within Métier environment of Regulatory, Group and CIB standards against money laundering, fraud, corruption, terrorism, etc.


  • As required, to contribute to committees by representing the UK Compliance function, or CIB Compliance

Projects & Objectives

  • As directed, to contribute to UK, regional or global projects with a view to ensuring that they are delivered effectively and efficiently

Legal and Regulatory Responsibilities

  • Comply with all applicable legal, regulatory and internal Compliance requirements, including, but not limited to: 
    - the London Compliance manual and Compliance policies and procedures as issued from time to time;
    - Financial Crime Prevention requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting Officer.

    Maintain appropriate knowledge to ensure to be fully qualified to undertake the role. Complete all mandatory training as required to attain and maintain competence.

Skills & Knowledge Requirements

  • Practical experience in risk based analysis and testing or an audit background 
  • CISI Compliance Diploma/ good regulatory knowledge of FCA sourcebooks and EU Framework 
  • Gravitas and professional maturity
