Role Description and Purpose

 

Act as Head of the Global Trading Function’s (GTF) Business/Sell-side Management & Control team (« BSMC ») in Asia. Alongside with the trading team currently headed by Francis SO, the GTF APAC BSMC team is the second component of the GTF in Asia. The head of the GTF APAC BSMC will report hierarchically to the head of GTF for APAC, namely Alex NG.

 

The key responsibilities attached to this position include overall business management for the GTF APAC activity, transverse project management, contribution to the implementation and assessment of the relationship with APAC brokers and counterparties for execution and research services, operational control & review, coordination with various functions in Asia Pacific region such as Finance, Legal, Compliance, ORC, Inspection, HR, IT… Most of these responsibilities were previously attached to the COO position of the legal entity Dealing Services Asia (DSA). As a consequence of DSA’s merger within BNPP AM Asia, the key responsibilities have been reviewed, integrated with the sell-side management & control mission, and substantially allocated to the Head of the GTF APAC BSMC.

 

The head of the GTF APAC BSMC will manage a team of 2 staff to fulfill his/her mission.

 

Key Responsibilities

 

Operational Control and Review

  • Ensure the implementation of permanent control framework and adequate control Level 1 according to BNPP Group policies & guidelines. More specifically:
  • Ensure that the key GTF functional processes are documented, updated and reviewed periodically in order to improve operational controls & efficiency. Work together with local and regional ORC to ensure conformance with internal procedures and Group policies.
  • Ensure that the control environment complies with BNPP group risk & control requirements:
    • Responsible for the implementation of operational permanent control policies and procedures in day-to-day business activities, such as Control Plan.
    • Responsible for ensuring team members comply with regulatory requirements and internal guidelines
    • Responsible for reporting all incidents according to the BNPP AM/DS Group Incident Management Policy
    • Responsible for ensuring job descriptions are written, distributed and updated
  • Oversee the best execution controls ("BoE" in Asia to ensure that the RTO Dealing controls are implemented in according to DS Paris / GTF Compliance & ORC guidelines and local regulatory requirement. Oversee the implementation of best execution control plans and the control result reporting.

Sell-side Management & Control

  • In close coordination with the GTF global Sell-Side Operations (SSO) team, ensure the operational on-boarding (<Know Your Broker> diligence, account opening, credit lines approvals etc.) and the monitoring of the quality of service from an operational point of view of APAC brokers and counterparties but also (as part of the global SSO team) of brokers and counterparties of other regions.
  • Act as a single point of contact for BNPP AM local brokers and counterparties in the exchange of information, Q&A etc...without limitations to the direct contacts existing for trading purposes between the sell-side and the GTF APAC head of trading.
  • In close coordination with the GTF Execution & Research Oversight ("ERO") team, contribute to the local implementation of the governance and guidelines defined for brokers and counterparties selection and assessment both for execution services (trading) and for research provision. More specifically:
    • Contribute to broker reviews
    • Coordinate with central teams on local voting (execution and research) and budgeting (research) processes
    • Act as an escalation point of contacts with local brokers and counterparties in close coordination with the head of the GTF APAC trading team and GTF ERO team
    • Ensure the application of consistent guidelines and practices in the region taking into account the articulation between regulation with a global research (MiFID II particularly) and local practices

Business Management for GTF APAC

  • Ensure the implementation of the GTF business strategy and objectives, checking with the relevant functions the compliance with regulatory requirements, monitoring the respect of the defined framework (from a budget, best practices, procedures point of view)
  • In coordination with the GTF APAC head (Alex NG), actively participate in relevant committees, both locally, regionally and globally to represent the GTF.
  • Liaise with the relevant teams of GTF in Paris, including the GTF management team, with particular reference to the Clients and Sell-side operations team to ensure a proper implementation and monitoring of the local client support services & client reporting and of the delegation principles existing between Dealing Services Paris and the GTF trading team in Asia.
  • Business and Product Development Co-ordination & Support
    • Work in collaboration with GTF Paris Product Development and relevant BNPP AM stakeholders of the project for new asset classes, new markets or new flows of dealing
    • Ensure that the product development process should respect BNPP AM NAC internal product validation
  • Promote staff stability: resources planning on multi-task management over tight resources constraint, training & performance management appraisal.
  • Manage local projects as directed by the management of GTF and BNPP AM Asia.
  • Liaise with the functions among BNPP AM Asia and other BNPP affiliates, if any, within Asia Pacific.
    • Finance & Accounting
      • Key liaison with the regional & local finance and control teams to review the financial performance and to set the budget and forecast of GTF function according to BNPP AM guidelines.
    • Information Technology
      • Security Control
        • Co-ordinate closely with regional BNPP AM Asia IT / BNPP APAC Security Control & GTF IT team in Paris for applications risk and vendor approval
        • Act as the centralized approver and reviewer of GTF user access right controls of systems in APAC region
      • Liaise with regional IT team to ensure adequate IT technical support of the GTF trading needs in the region within the platform and to co-ordinate with regional IT & GTF IT Paris for disaster plan and drills
    • BCP Management
      • Act as GTF Business Head Representative and work with regional BCP team for BCP and annual drills.
    • Legal, Compliance, ORC, General Inspection etc
      • Represent GTF regional focus point to work closely with Legal, Compliance and ORC for any regulatory, risk and control issues in relation to GTF trading

Essential qualifications & experience

  • Bachelor's or Master's degree in Finance, or Banking, Investment Management
  • General managerial and supervisory experience in Financial Institutions, preferably in the front office / middle office controlling functions in Securities Trading
  • Securities and derivatives professional qualification and experiences
  • General knowledge of local regulations. Knowledge on MiFID/MiFIR is a plus
  • Risk management control experiences
