Vice President – Policies and Implementation Specialist

Business overview:

The Management of the BNP Paribas has committed to ensure compliance with AML/Embargo & Sanctions rules within the entire Group. In this context, Group Compliance has decided to have a strong and permanent set-up within the US: Group Financial Security US (“GFS US”). GFS U.S. is responsible for ensuring BNPP complies with OFAC sanctions programs and other U.S. regulatory sanctions programs. GFS U.S. activities include the:

  • Oversight of the BNPP Group framework in relation to Compliance with U.S. sanctions,

  • Establishment and implementation of norms, procedures, and controls for sanctions,

  • Provision of advice on U.S. sanctions-related concerns across the Group,

  • Participation in Group Compliance governance bodies,

  • Legal watch in relation to U.S. sanctions in liaison with Legal Affairs,

  • Liaison with relevant regulatory and enforcement authorities,

  • Collaboration with KYC Domain and AML/CFT compliance,

  • Oversight of OFAC sanctions advisory and alerts,

  • Risk-assessment of the Group’s branches and affiliates regarding non-compliance issues through a permanent risk oversight platform,

  • Performance of on-site controls within BNPP to verify that BNPP Entities comply with norms issued by GFS U.S.,

  • Global sponsorship of IT systems related to compliance with International Sanctions.

Responsibilities of the Norms and Procedures Team:

The team is tasked with producing norms, policies and procedures relating to international financial sanctions; the creation and delivery of global and targeted training against the same; and contribution toward effective management of the Group’s Financial Security community to ensure a robust control framework and coherence among the different levels of controls for the Group.

Policies and Implementation:

  • Ownership and maintenance of the Global Sanctions Policy

  • Review and management of corpus for all Level 2 and Level 3 Financial Sanctions Policies & Procedures

  • Sanctions-Related Product Risk Assessments and other requests for derogation from Group norms

  • Translation of Group Policies and Procedures into French

Training:

  • Global and Targeted Training

  • Certification of Compliance Officers [“IFSCOs”]

Communications & Community

  • Maintenance of the GFS US Website

  • Standardize P&P terminology, establish issuance of Sanctions Notices and Guidance memos for clarification of Sanctions topics

Responsibilities:

The successful candidate for the Policies and Implementation (“PAI”) Team will report directly to the Director - PAI Team Lead and support the Norms and Procedures Team by contributing to a smooth and effective functioning of all document creation, editing and implementing. They will review existing Group policies and procedures and be asked to draft new procedures in order to address emerging sanctions process issues. They will also be tasked with being a liaison with Regional/Local Compliance and Business contacts for all Sanctions Product Risk Assessment questions and risk acceptance reviews. Finally, they will assist in developing and maintaining solutions related to policy and procedure tracking, implementation and maintenance. This position requires 5 - 10% international travel.

  • Draft sanctions-related policies and procedures
  • Review and edit existing policies and procedures
  • Produce policy-related metrics for the Director – PAI Team Lead and for the Head of Norms and Procedures
  • Coordinate with other groups in GFS to drive validation of GFS-produced documents
  • Partner with various internal and external Bank stakeholders
  • Collaborate with Regional/Local Compliance and the Business to review and complete sanctions-related product risk assessments
  • Assist and support Compliance in their responsibility for complying with all relevant Laws, Rules, Regulations and Group policies related to Sanctions
  • Familiar with both E.U. and US Sanctions policy
  • Deliver Training
  • Assist and support the Group Financial Security U.S. Team
  • Analyze results of risk assessments and make recommendations related to the implementation of policy


  

Minimum Require Qualifications:

***Fluent in French language

  • Undergraduate degree: finance, international studies or business related majors

  • 7 – 10 years’ experience in a banking environment

    • Working knowledge of banking products & services

  • Excellent written and oral communication skills, including the ability to communicate clearly, concisely and effectively to a wide spectrum of external and internal audiences, including senior executives

  • Experienced at distilling bank policies and procedures to produce training materials

  • Strong command of Microsoft Office

  • Experienced at interpreting regulation and applying regulation to Group standards for policies and procedures

  • Strong organizational skills with proven ability to drive multiple initiatives to completion simultaneously

  • Proactive

  • Ability to work independently and embody firm values

Preferred Qualifications:

  • Graduate degree a plus

  • Experience in Compliance with in depth knowledge of Sanctions and AML regime is highly desirable

  • Knowledge of BNP Paribas Group activities and organization a plus
