Senior Manager – Regulatory and Business Management

Position Purpose

This is a newly created position in recognition of the complex environment in which the BP2S business in AU and NZ currently operate. It is responsible for understanding and interpreting the complexity of the regulatory environment and the global BP2S operating model and ensuring the BSO and MFSO business Client Delivery functions operate in line with these expectations.
The role will cover a diverse and broad subject matter and be accountable for the translation of these variables into structured and achievable executable outcomes, which will become the responsibility of process owners and managers within the first line of defense model.


Direct Responsibilities
The key objectives of the Senior Manager, Regulatory and Business Manager, include the following:
Direct First Line of Defence stewardship of the regulatory risk in which the Banking Service Operations (BSO) and Market Financing Services Middle Office (MFSO) and Assets and Liability Management Team (ALMT) teams operation by:
  • Understanding the underlying regulation under which the business is required to operate
  • Ensuring that the BP2S understanding of the obligations is appropriately captured, represented and reviewed on a predetermined frequency
  • Ownership of the related regulatory reporting inventory for BSO and MFSO and allocation of responsibilities to process owners is complete
  • Design, delivery and maintenance of a Risk and Control monitoring framework required to ensure a desired level of residual risk is obtained by the business on a sustainable basis
  • Establishment of strong relationships with key stakeholder groups including second line functions, Global Process Owners (GPO’s) and underlying first line process owners
  • Deliver progressive solutions around the automation of controls (where possible)
Additionally the role will be required to support the broader operation of the business under the existing and future state operating models, noting that this involves a global and sometimes complex combination of functions and locations by:
  • Ensuring understanding and representation of the Operating Model is in place, supported by formal arrangements to meet the expectations of BP2S policy and our external regulators and market infrastructure stakeholders
  • Management and oversight of broader business administration activities, including but not limited to headcount, Business Impact Analysis and Continuity, local and global programs of work and the Single Book of Work (SBOW) which captures the broader change agenda
  • Leadership or and representation in AU & NZ in various regional and global forums as required

  • Supporting Budget/Cost Management, rationalisation and improvement / cost efficicencies
  • Effective change management support and promotion of innovation in Operations
Contribute towards management of BP2S Asia Pacific & Global (as applicable) by:
  • Direct ownership of the AU & NZ engagement into and out of BPS and MFSO
  • Participating actively and own effectively (where required) the management committees as required
  • Creating a co-operative and professional relationship with peers

Technical & Behavioral Competencies

  • Technical knowledge of Banking and Custodial Services, proven ability to be hands on with functions in resolving issues, problems and capitalising on opportunities

  • Strong people leadership experience, 10+ yrs experience
  • Demonstrated ability to motivate and deliver in a global organisation across locations, cultures and teams
Specific Qualifications
Candidates require extensive experience in a Risk or Compliance related function (first or second line), ideally with additional experience within an Operational function the first line.
A proven ability to manage and deliver change activities with sustainable outcomes is strongly preferred.
