Team Description

The Bank of the West Regulation W Program Support Team within Corporate Finance is responsible for coordinating and monitoring affiliate transactions entered by all business units to ensure compliance with  regulatory expectations as well as other internal monitoring requirements.


Job Description Summary

Responsible for managing the Bank’s affiliate transactions to ensure compliance with Regulation W, which limits certain transactions between depository institutions and their affiliates. 

It is expected that the successful candidate become a subject matter expert in Reg W, specifically 23B service transactions, and increase knowledge in the lines of business transactions, enforcing the controls process. The Role’s focus will include:


Essential Job Functions 

• Manage the Regulation W Program Support team on a day-to-day basis

• Develop team to become Subject Matter Experts in Regulation W, specifically with 23B Service Transactions

• Design management reporting to ensure all affiliate transactions are inventoried and properly documented

• Assist business groups in identifying affiliate transactions and provide guidance to assist them in documenting the transactions timely and in accordance with the Bank’s policies and procedures

• Liaise with Procurement, Line of Business groups and Compliance as necessary to ensure all affiliate transactions are properly documented and supported by market terms pricing


Other Job Duties

• Conduct training with business units and other internal stakeholders on the necessary steps they need to conduct Reg W transactions

• Maintain list of active Reg W transactions and reconcile monthly with affiliate entities and BOTW business units, to ensure alignment and escalate discrepancies

• Act as Second Line of Defense (2LOD) to conduct Service Execution controls on an on-going basis

• Create and maintain appropriate templates to facilitate identification of affiliate transactions

• Create and maintain (non-contractual) appropriate templates to reduce iterations between business units, functions, and affiliates at any identified bottlenecks

• Continuously understand best practices in quick, efficient approval of SLAs, and update processes as needed to enable best practices to be used

• Develop and maintain relationships with key Reg W stakeholders and internal partners

• Participate in bank examinations and internal and external audits

• Line of Business point of contact for Reg W questions and future enhancement requests

• Manage the documentation for all Reg W Processes, Procedures, and Policies within Corporate Finance

• Assess, develop and maintain proper controls and change management approach for areas associated with Reg W transactions function

• Stay current on new and evolving regulatory requirements for affiliate transactions

• Participate in projects as required for new initiatives, process improvements or technology implementation and development

• Assist with ad hoc requests

• Performs other duties as assigned


Candidates for this unique role will preferably have a Compliance or Finance/Accounting background and should possess the following characteristics:



Skills 

• Deep knowledge of Regulation W requirements

• Strong Project Management Skills

• Willingness to explore the broader policy, precedent or cross business perspectives of issues to consider and develop a strategic perspective

• Strong analytical skills, well-organized and disciplined approach to tasks and projects

• Sound written and verbal communication skills to communicate complex issues and concepts in clear, concise and meaningful ways

• Ability to build relationships across functional teams to drive towards a common goal and strong leadership skills

• Ability to multi-task and work under pressure - both independently, as well as in a team-oriented, collaborative environment

• Strong change management and managerial skills

• Strong technical skills (i.e. MS Word, Excel, PowerPoint, Access)

 

Required Experience

• Requires 7+ years prior relevant experience

• Program / project management and business analysis experience

• Requires advanced knowledge of job area typically obtained through advanced education combined with experience

• Prior experience with financial institution, foreign banking organization is preferred


Education

• Bachelor’s degree or equivalent, in Accounting or Finance preferred with evidence of further professional development
