Head of COO Office

Position Purpose

Head of COO Office is responsible for the management department duties as defined and agreed with the Territory COO.  He/she manages and allocates tasks and monitors activities of the COO Office team, including but not limited to:

  • Governance

    Supporting ITO & Finance governance and Management decisions

  • Projects Management

    Coordinating regional or global organizational projects and deployments

  • Process Improvement

    Identifying and implementing process improvement and strategic changes, including new transactions and new activities, while meeting internal audit and external regulatory requirements

  • Operational Risk

    Ensuring proper implementation of the operational risk and permanent control framework (incl. outsourcing), organization of various Operational Risk-related Committees etc.

  • IT Security

    As a shared services at Territory level, coordinate the IT Security related topics

  • Jurisdiction Management

    Coordinate the user access rights recertification campaign as well as any other Sailpoint related topics

  • Business Continuity

    Manage the BCP and Continuity of the different activities at the Territory level

The Head of COO Office also provides support to the COO and Head of Territory on various Territory governance and strategy-related matters where necessary.


Purpose of Department

The COO Office is a key department that supports the proper execution of CIB ITO strategy in Australia and the APAC region. It supports the application of general policies and best business practices, in accordance with CIB guidelines and local statutory requirements across all departments.


The COO Office department is responsible for:

  • Managing the implementation and ongoing support of Operational Risk controls and periodic Permanent Controls reporting

  • Monitoring the management of operational incidents

  • Following up internal and external audit findings and recommendations
  • Identifying process improvement and implementing strategic changes across the organization, following formal Project Management methodologies

  • Managing Business Continuity Planning (BCP) at the Territory level

  • Organizing Territory Operational Risk and BCP Committees

  • Coordinating outsourcing requests and execution of Service Level Agreements between BNPP Australia Branch and other parties

  • Managing Territory IT Security topics and liaising with the regional teams where necessary

  • Assisting in the implementation of new systems or enhancements of existing systems


The role requires:
  • Working closely and effectively with local, APAC and Group’s Business Lines and Functions to ensure the missions of the Department are achieved to quality and in a timely manner
  • Leadership and management of the COO Office department
  • Developing yearly plan of activities and budget for the Department and allocating tasks effectively
  • Monitoring the Department’s budget
  • Monitoring of progress made by the COO Office department
  • Performance management for the COO Office department
  • Supporting COO and Head of Territory on various Territory governance and strategy-related matters where necessary, including but not limited to:
    • Assist in the follow-up of the Territory Strategic Plan

    • Assist in the preparation of APAC/Group Senior Executives’ visits to Australia

    • Assist in the review and update of mandatory regulatory documents

    • Coordination of regular Committees and Forums

Technical Attributes

  • Strong project management and business analysis experience
  • Knowledge and qualification in process improvement techniques and tools would be beneficial, e.g. Six Sigma
  • Knowledge and qualification in Operational Risk would also be beneficial

Experience and Qualifications required

A demonstrated manager and leader, who must possess tertiary qualification, preferably majoring in a quantitative discipline, and 10+ years of business analysis and/or project management experience, majority of which should have been gained within a CIB context.

He/she must also have solid knowledge of the Corporate and/or Investment Banking business (BP2S knowledge/experience is a plus), F2B flows and different products.
