Purpose of Department

The Territory COO Office of Australia and New Zealand is an instrumental department that supports the Territory CEO and Territory COO on strategic-initiatives, ongoing evolution of the Australian governance framework, maintaining and robust management and control framework at an entire territory level.

The Department ensures proper execution of BNPP CIB ITO strategies in Australia and New Zealand. It supports the application of general policies and best business practices, in accordance with BNPP CIB guidelines and local statutory requirements across all departments.

The Territory COO Office covers the following mandates:

  • Managing the implementation and ongoing support of Operational Risk controls and periodic Permanent Controls reporting.
  • Monitoring the management of operational incidents.
  • Following up internal and external audit findings and recommendations.
  • Identifying process improvement and implementing strategic changes across the organization, following formal Project Management methodologies.
  • Coordinating outsourcing requests and execution of Service Level Agreements between BNPP Australia Branch and other parties.
  • Assisting in the implementation of new systems or enhancements of existing systems.

With the corporate strategic plans currently under implementation in the Territory, there is an opportunity to join a growing COO Office and support an ongoing evolution of the territorial governance framework.  The COO Office – Local Outsourcing Management and Coordinator (LOMC) is responsible for the business analysis and project management tasks within the Territory COO perimeter, including Operations, Client Management, Finance, Tax, Corporate Services, IT and with various Business Partners.

This role will report directly to the Territory Head of COO Office, and must have the ability to bridge between APAC and local stakeholders and business partners for executing the Group’s overall strategic plans.

Responsibilities of The Role

The COO Office – Territory Local Outsourcing Management and Coordinator (LOMC) is responsible for the missions as defined and agreed with the Territory CEO and COO under the overarching BNP Paribas Group Outsourcing Policy and Control Framework.  Essentially, the responsibility covers the business analysis and project management tasks within the COO perimeter, including Operations, Client Management, Finance, Tax, Corporate Services, IT and Business Partners. This role operates in each Territory in APAC, or a legal entity, for which BNP Paribas has business presence.

The core duties in the outsourcing perimeter include the following:

  1. Facilitate the LOMC stakeholders in the insourcing or outsourcing process, ensuring the governance is followed by having relevant and appropriate participation and representation across Business and Functions;
  2. Provide approved and standardized documents and updates those in coordination with the APAC Outsourcing team as necessary;
  3. Distribute outsourcing documents and ensures smooth information flow among LOMC stakeholders;
  4. Contribute to the 360 ORM registering management;
  5. Schedule LOMC governance meetings and Go live Committee;
  6. Support the Chairman of the LOMC, ensuring compliance with local Outsourcing Policy and governance; and
  7. Escalate issues or dispute to ROMC when it cannot be resolved locally.

The role requires working closely with the Business Lines and Functions to:

  • Coordinate regional or global organizational projects and deployments in Australia;
  • Coordinate the implementation and upgrade of local, regional and global systems;
  • Identify and implement process improvement and strategic changes, including new transactions and activities, while meeting internal audit and external regulatory requirements;
  • Propose initiatives to continually improve the services provided to internal & external clients;
  • Support the ITO & Finance governance and management decisions;
  • Analyze current organization and processes, identify and implement process improvement and strategic changes across the organization, following formal Project Management methodologies;
  • Itemize, clarify and consolidate requirements, complying with regulatory and internal guidelines;
  • Produce clear functional specifications and project plans for each project;
  • Assess feasibility and define testing, ensuring that requirements are understood, implementation plans are in line with expectations; 
  • Identify and escalate major issues to management in a timely manner;
  • Work effectively with representatives of all departments, from Front Office to Functions, in different locations through good interpersonal and communication skills;
  • Maintain comprehensive understanding and documents of the business, Front to Back trade workflows and operational processes and their systems and interfaces;
  • Support the COO Office in relation to other governance and strategy-related matters where necessary, including but not limited to:
  • Assist in the follow-up of the Territory Strategic Plan.
  • Assist in the review and update of mandatory regulatory documents.
  • Coordinate regular committees and forums between ITO and various Business Lines.

To be successful in this role, you will need:

  • Degree holder in Business, Accountancy, Finance or related field.
  • A minimum of 5 years working experience in outsourcing risk management and Australian local regulations in relation to outsourcing.
  • A positive and energetic mindset, having the ability to think outside of the box for presenting data and information to the senior stakeholders.
  • High level of drive and motivation to ensure delivery of a broad range of outputs simultaneously across BNP Paribas at local, regional and global levels.
  • Proven ability to adapt to challenges, to drive and deliver transformational changes.
  • Strong attention to details, organizational and multi-tasking skills, able to execute tasks autonomously.
  • Experiences of challenging yet positive interactions with senior executives across Business Lines.
  • Outstanding interpersonal and communication skills with a proven ability to communicate effectively and confidently at all levels across the Group,  and ability to articulate complex business issues concisely and in simple language.
  • Working closely and effectively with local, APAC and the Group’s Business Lines and Functions to ensure the missions of the COO Office are achieved with quality and in a timely manner.
  • Strong system knowledge of MS Excel (macros and complex formulas) and PowerPoint.
