Job Description Summary

The Community Reinvestment Act Officer is responsible for leading a team of individuals in the compliance with the Act. This person will develop the Bank's CRA strategy and be responsible for its implementation. This person will be the key point of contact for internal and external stakeholders on CRA issues.

Essential Job Functions
  • Serves as the Community Reinvestment Act (CRA) Officer for Bank of the West.
  • Leads and manages the Bank's CRA Program by engaging stakeholders in the Bank and within the community. Develops, maintains, monitors, and assists in achieving annual goals set forth in the Bank's Business Plan for CRA.
  • Oversees the coordination and reporting of CRA-related loan originations, investments and services on an enterprise wide basis in compliance with the Community Reinvestment Act.
  • Identifies, develops, and recommends revision of existing CRA standards, policies, operating procedures, and programs to ensure satisfactory results for the Bank.
  • Ensures the Bank operates in compliance with all CRA regulations, meeting and/or exceeding expectations of the Bank's regulatory agencies.
  • Establishes, participates, and maintains relationships with community-based, charitable, and non-profit organizations; identify opportunities for CRA investments, donations and community development loans; create partnerships to promote volunteer opportunities.
  • Reports to the Bank's CRA/FL Executive and Board Committees regularly, preparing reports for the Board and Bank management which detail the CRA Program performance and effectiveness.
  • Interfaces with regulatory agency examiners during CRA examinations, oversees information production, and ensures compliance issues are adequately addressed where appropriate.
Other Job Duties
  • Maintains the Bank’s CRA public file as required by the Community Reinvestment Act.
  • Works with Regional Managers and local Market Managers to develop lending and investment programs that help meet the lending needs of low and moderate income households

Required Experience
  • Requires broad management and leadership knowledge to lead project teams multiple job areas. Typically has mastery level knowledge and skills within a specific technical or professional discipline with broad understanding of other areas within the job function.
  • 10 or more years experience in a CRA Subject Matter Expert or CRA Analytics role, with at least 3 of those years in a leadership role
  • Experience at a bank with greater than $10 billion in assets, or at a Regulatory Agency

Education
  • Bachelor's Degree in Business, Accounting, Economics, Pre-Law or equivalent experience

Work Experience
  • Minimum of 12-15 years relevant experience
