Job Description Summary

Reporting to the Deputy BSA Officer and Head of BSA Operations, this role is responsible for managing the Bank’s high risk customer and enhanced due diligence unit.  The High Risk Customer Unit (HRCU) assists in the identification, research and risk management of customers that present the highest inherent anti money laundering (AML) risk to Bank of the West.  The HRCU Manager will:

1.    Ensure satisfactory compliance with statutory and regulatory requirements for the identification, research and risk management of Bank of the West’s AML high risk customer population

2.    Demonstrate strong leadership and exemplify personal and professional excellence to their assigned team, peers and stakeholders including but not limited to the effective management of interpersonal relationships and constructive conflict resolution

3.    Manage and provide direct oversight associated with, but not limited to:

·         Ensuring all assigned staff meets Key Performance Indicators (KPIs) to maintain operational sustainability and effectiveness

·         Timely and accurate completion of all enhanced due diligence cases in accordance with applicable regulations, FFIEC guidance, and other authoritative precedent

·         Adherence to Unit policies and procedures for alert and case documentation, including adequate documentation for all case files to support investigative conclusions

·         Demonstrating the highest quality work product produced by assigned staff

4.    Maintain expert knowledge and understanding of applicable AML regulations, FFIEC guidance, and other authoritative precedent relative to the appropriate conduct of enhanced due diligence investigations

5.    Articulate a thorough understanding of money laundering and terrorist financing indicators including the predicate statutory offenses for money laundering

6.    Demonstrate expertise working with automated AML monitoring, wire transfer, investigative case management or related financial services industry monitoring tools and applications as well as through knowledge of bank operations, policies and procedures, and core banking systems

7.    Ensure assigned staff remain competent and effective regarding current best practices in AML enhanced due diligence

8.    Develop and maintain appropriate and robust HRCU policies and procedures in accordance with BOW BSA/AML policy

9.    Represent High Risk Customer Unit when interacting with internal partners and stakeholders as well as outside service providers, including serving on BOW committees as required

10.  Strongly consider and champion areas for continuous improvement or innovation in HRCU

11.  Demonstrate effective skill preparing written documentation and presenting materials to the Bank’s Senior Management and external stakeholders

12.  Performs other duties as assigned


Minimum Requirements for position:

·         Bachelor’s Degree required, Graduate degree preferred

·         Minimum 7 years of AML experience at a financial service company required.  In addition to required financial services experience, previous positions at government, regulatory, military, intelligence or law enforcement agencies would warrant preferential consideration

·         Minimum 5 years financial services managerial experience managing AML operations (investigations, monitoring, enhanced due diligence, and/or currency transaction reporting)

·         Technical experience, including basic level SQL database coding and quering, warrants preferential consideration

·         Lean / Six Sigma-certified candidates warrant preferrential consideration

·         CAMS or CFCS certification preferred but not required for the position
