Position Purpose
The OPC is a key component of the first line of defense as regards of the management of operational risks and permanent controls. The OPC is dedicated to this mission separated from the operational teams within his/her control perimeter.

The OPC Head  will assist the OPC Manager in the implementation of all the components of Operational Risk & Permanent Control  for the LoD1

Direct Responsibilities

• Assist in the identification and assessment of risks and controls
o Implement the RCSA framework in liaison with operational teams
o Assist the operational in the risk identification and assessment (Risk Map) and ensure the validation by the relevant management level
o Follow up remediation plan

• Procedure and organization
o Monitor the review of the existing procedures as per the required frequency and assess its completion rate on a regular basis and chase the operational teams
o Monitor the proper storage of the procedures

• Control and actions plan
o Ensure the generic control plans are deployed at local level  consistently with the local risk assessment, when applicable and performed  by the adequate teams
o Perform controls according to action plan or specific mandate or for transversal risks
o Ensure that controls results are reviewed and analysed by operational teams and that remediation action plan are defined if and when needed
o Challenge completeness and relevance of the controls performed by the operational and supervise their effectiveness and quality (KRI/KPI)
o Provide feedback to the Management on the action plans defined by the operational team for all the unsatisfactory or marginally satisfactory control results or risk indicator
o Identify missing controls or controls to be updated for the operational

• Recommendation (internal and external including client audit recommendation)
o Provide regular feedback to the Management on the implementation of recommendations; ensure action plan is defined if the recommendation will be not closed on time and a new target date is defined
o Assist auditees throughout the assignment phase by challenging the main features of the recommendations (closure date, key points of closure, scope, wording)
o Ensure closure request are well documented by monitoring and challenging the completeness and relevance of the responses provided by the auditees/implementation managers
o Escalate to the Management any potential issues for timely closing a recommendation
o Ensure the auditees/implementation managers report on a regular basis their achievements and updates in Aurora to monitor the progress and identify issues to close the recommendation on time

• Incidents
o Ensure that incidents are properly reported (clarity and completeness) and updated in Forecast and/ or Birdies
o Quality check: Ensure that incidents are analysed by the operational teams in a timely manner and ensure the implementation as well the follow up of remediation actions or preventives measures
o Alert the Management and ORC team on key incidents as defined in the BP2S incident management procedure
o Perform regular reconciliation between Birdie and Forecast
o Ensure the incidents are closed in Birdie and Forecast by chasing the operational
o Provide to the Management regular feedback regarding lookback analysis of significant incidents
o Ensure effective implementation of actions plans when other locations impacts Singapore

• Awareness and training
o Ensure an appropriate training on operational risks and permanent control framework is provided to employees notably new comers

• Dashboard and Reporting
o Review with the operational their monthly dashboard: risks, incidents, recommendations, control results, action plans, SLA and procedures
o Provide a consolidated view of the dashboards to the Management and escalate  any operational risk incident and/or recurring weaknesses
o Provide feedback on operational risks and controls to local 1st LoD committees if any
o Provide a calendar of the audits planned and ongoing if available

• Anti Fraud
o mainain Fraud risk control framework
o Escalate to the Management any issue identified via control framework

o Review and perform Operational risk assessment of any new TAC NAC request (i.e. new product)
o Ensure at local level there is a regular follow up of all the pending conditions raised by control functions until they are met. Follow the implementation with the operational

o Contribute to local committees involving OPC
o Contribute to any OPC projects or initiatives
o Contribute to the SEA OPC call
o Contribute to ISAE3402 audit
o Contribute to the client’s audit with the operational

Technical and Behavioral Competencies required

Technical competencies:
• Knowledge of risk management basics
• Analytical skills: ability to collect and handle a significant volume of information, then to interpret them with professional skepticism
• Written communication: ability to write reports, presenting findings and recommendations, being concise and clear
• Ideally previous experiences in Operational Risk, securities, permanent control related topics
• Good practical knowledge of ORUS tool, Office software, preferably including use of macros to analyze data.

Experience and Qualifications required
Previous experience (at least 5 years):
- Audit of financial institutions, or
- Operations in Securities Services industry, in a role related to risk monitoring.
- Operational Risk background
