Position Purpose

The Chief Conduct and Control Office (“GM CCCO”) is a transversal team within Global Markets (“GM”) that is responsible for overseeing the main risks and controls, while ensuring the integrity and the sustainable development in GM’s portfolio of activities. GM CCCO has a global mandate across all platforms, with teams located in Americas, EMEA and APAC.

Within the GM CCCO APAC, the GM Regulatory Affairs and Projects team serves as subject matter expert on the Front Office (‘FO’) supervision structure, risk assessment, project implementation, controls and governance.

Sitting with the business and acting as the first line of defence (“1LOD”), GM Regulatory Affairs and Projects team members partner closely with FO management, COO, Compliance, Legal, IT & Operations and other control functions to:

  1. ensure that GM APAC platform is compliant with regulatory requirements and BNPP internal policies and procedures;
  2. keep abreast of the regulatory landscape and anticipate any impacts for GM APAC activities;
  3. implement regulatory projects in GM APAC.
  4. be responsive to internal and external inquiries in relation to regulatory matters.

Key Responsibilities

Covering all GM business lines across APAC locations the GM APAC Regulatory Affairs & Projects team is responsible for delivering the following contributions:

  1. REGULATORY AFFAIRS
  • perform regulatory watch to monitor changes in laws, rules and regulations with the objective to identify early upcoming disruptive changes impacting GM activities in APAC;
  • represent GM in internal or external forums, including industry associations;
  • participate to industry groups and lobbying initiatives with regulators so that BNPP’s interests are adequately represented and protected;
  • where and when needed, work with regulators and trade associations to educate and facilitate changes to proposed legislations.
  1. REGULATORY PROJECTS

In close coordination with business sponsors, LEGAL, Compliance, Business Managers and ITO:

  • participate to the interpretation of the relevant laws, rules and regulation;
  • perform an impact assessment on GM APAC activities;
  • contribute to the design of the response to the change in regulation, incl. change in system, processes, booking structure, legal documentation, … ;
  • prepare and deploy the action plan and ensure that testing is successful before go live;
  • ensure that GM APAC staff are properly trained;
  • contribute to the update of the GM APAC Control Plan to ensure ongoing compliance with regulatory requirements.
  1. GOVERNANCE
  • contribute and participate to GM APAC business lines Conduct & Operational Risk Committees (COREs), ICC and similar internal Permanent Control Committees;
  • contribute to the Regulatory Governance forums; in close cooperation with GM OPC and Business Managers;
  • design and deploy a Regulatory Governance framework for GM APAC, leveraging on Small Site Governance project (Project Sputnik);
  • set-up ad’hoc project governance forums as required (e.g. IBOR transition SteerCo, Regulatory Reporting, Best Execution, … );
  • Coordinate with the 2nd LOD and 3rd LOD on permanent control related topics
  1. GM APAC REGULATORY SPOC
  • act as central point of contact in APAC to answer GM APAC FO questions on specific regulatory topics, especially on global regulatory reform items;
  • provide updates to senior management on key regulatory changes and projects as and when needed;
  • provide concrete guidance on GM APAC Regulatory Affairs and Projects roadmap and priorities.

Competencies (Technical / Behavioural)

  • Proven relevant Regulatory, internal control / audit, business risk, or Front Office experience
  • Good general knowledge of Global Markets businesses, products, processes and systems.
  • Strong communication skills in written and spoken English (additional language skills is appreciated)
  • Demonstrate ability to identify key risk and contribute to the control framework for a wide variety of situations with the ability to act autonomously;
  • Demonstrate ability to form and articulate an informed position through structured thinking, problem solving and prioritisation;
  • Stakeholder management and influencing skills
  • Technical experiences on EU regulations implementation is required; Experiences on managing and delivering EU regulatory change topic for Global Market Front Office
  • Familiarity with the regulatory landscape in APAC; Awareness of APAC country regulatory agendas in aligning with global regulation
