Position Purpose

This regional position is key in the AML set-up for CIB APAC*, working in strong collaboration with Business partners (Transaction Banking and Global Markets) and with Compliance teams, locally, regionally and globally. 

The role combines oversight of the alert production management for AML ex-post alerts and Sanctions screening (SunFircosoft), and driving change management on procedure framework, tool strategy (Actimize for Cash Management, etc), projects and specific activities to define/review detection scenarios (Correspondent Banking, Trade Finance, etc). 

The AML/Sun platform encompasses an onshore team based in Singapore (5 staff) running projects, governance and oversight, as well as an offshore team based in ISPL (20 staff) running the daily production.

Based in Singapore, this regional role will drive governance/operational committees with Senior Management of ITO, Compliance and Business Lines from CIB APAC.

*The AML Transaction Monitoring (TM) L1 set-up was transferred from Compliance to CIB CEP and Business Lines 2 years ago.

Key Responsibilities

Supervise the alert production management:
1.      Management of daily alerts and aging levels, with the support of our offshoring platforms ISPL
2.      Production oversight through the implementation/review of KPI reports (daily, weekly, monthly)
3.      Quality Assurance to be reviewed with remediation actions where necessary
4.      Standard Analysis methodology and procedural framework
Enhance the AML TM L1 and Sanctions Screening frameworks in the region in close partnership with Business Lines, Compliance AML APAC, locally, regionally, globally:
1.    Partnering with Business Lines (TBA, Corporate Coverage) on AML risks identification
2.      Leading projects linked to expansion scopes (Cash Management, Trade Finance etc) with the support of ISPL for managing additional volumes.
3.    Partnering with AML global teams within LOD1 (AML TM Transformation, ITO FS, AML IT, Metier) to define for APAC the target tools and operating model to improve the relevancy of AML alerts.
4.      Continue to standardize fine-tuning methods and explore data analysis strategies to increase the accuracy of AML controls
5.      Drive/contribute to strategic group projects such as Correspondent Banking AML set-up in APAC.
6. Run the CIB APAC AML OPCO, and contribute to the CIB APAC AML Steerco (run by Compliance) and Global AML Committees.
7. Further optimize the Screening platform through efficiencies or smartsourcing (where allowed by Regulators)
8. Design and manage resources / budget, and negotiate with relevant Business Lines on new needs.

Competencies (Technical / Behavioural)

•    At least 15 years’ experience in banking /financial industry or handling AML transaction monitoring and investigation.
•    A good understanding of corporate banking and trade finance transactions.
•    Familiar with international AML regulations and sanctions.
•    Ability to lead/coach/train a team of analysts as well as work independently.
•    Ability to write concisely and clearly; and to produce clear constructive advice under pressure and within short timeframes.
•    Must evidence an attention to detail and have an investigative and questioning nature.
•    Design and propose solutions to better manage AML risks.
•    Must have strong interpersonal skills, a flexible, collaborative and team-oriented approach to problem-solving and an ability to work in a fast-paced, rapidly changing environment, and preferably with some experience of dealing in multiple countries in APAC region.
•    Ideally be familiar with navigating the operational tools which support AML/CFT Compliance controls.

Specific Qualifications Required

•    Strong knowledge and technical skills on AML risks/processes/tools.
•    Master degree or equivalent from an accredited institution (e.g. ICA or ACAMS).  Post-graduate degree or law degree may be a plus.
•    Asian language capability is desirable but not essential.
