Business Overview

The CIB Head of RMO APAC is a transversal role reporting into the APAC Business & Information Security.

The Head of RMO APAC will be responsible for the Records Management strategy definition and implementation of that strategy for CIB in the APAC Region where CIB operates. 
The RMO APAC strategy will be defined and steered in partnership with the RMO Global Head (London Based) and the CIB APAC management.

The RMO APAC lead is responsible to put in place an adequate Records Management and Control framework.

The candidate will set up records management Office (or assign responsibility) to lead, plan and manage records management program in APAC, and provide the structure for a Records Management Program to manage business information from the creation, use, retention, protection, retrieval, and disposition of records.

The person filling this position will need to be able to partner and work across multiple cross-functional areas, including Information Technology, Risk, Finance, Compliance, Legal, Controls, centralized Records Management Program and the Data Management office. 

Specifically, the RMO APAC Lead will implement a robust voice and eComs record keeping control framework in close partnership with the APAC I&P and the APAC Business & Information Security.

The candidate will also possess strong leadership skills to ensure proper identification and execution of governance oversight and control functions.


•    Set up a complete RMO strategy including a creation of a records management and retention policy for APAC regions in line with the CIB Policy
•    Facilitate the implementation of the Records Management & Retention policy in APAC and standard requirements for data retention and destruction in accordance with local regulations
•    Establish a network of RM SME, Record Stewards (from Business / Function) and Record Facilitator to facilitate RM processes
•    Develop subject matter expertise in records management (Firmwide retention requirements, Firmwide tools, CIB record types)
•    Serve as the Senior Records Manager (RM) responsible for leading, planning and managing the firms’ records management program regardless of medium or format
•    Understand, assess and monitor records management risks and key risk indicators 
•    Identify reusable approaches to remediating records and defining ongoing sustainable processes
•    Work closely and proactively with Compliance, Legal and Business Units to establish and manage Records Management policy requirements and the required operational processes to ensure that the policy is met. This includes the implementation of all regulator driven requirements, including all APAC regulators and any other applicable regulations
•    Lead the transformation of the firms’ records management processes to meet organizational and regulatory requirements
•    Maintain strong network with key stakeholders including all CIB Métiers/Functions, Technology, Firmwide Records Management Program and Compliance
•    Serve as a key point of escalation and liaise with partners to resolve issues where required
•    Manage the formal governance process for Records Management.  In addition, advise senior managers across the business and functional areas on the adequacy of records controls, keeping senior management informed on current and projected operational requirements, issues, legislative, and regulatory matters. Facilitate communications among these offices in matters relating to records/information assets and the management of risks to those assets.
•    Establish effective systems of administrative control for safeguarding all records and deployment

•    Interface with regulators as required, meeting records requests from regulators to BNPP
•    Serve as the senior IT leader on firm-wide electronic and non-electronic records management issues. Participate in the planning process for all major information systems to ensure that all records management requirements are captured and implemented
•    Work with the CIB Architect and the various CIOs to build records management functionality into the enterprise architecture and to ensure all firm’s information systems incorporate records management functionality appropriate to the records/information assets they support
•    Ensure that all Records Management procedures are fully followed. This includes records creation, maintenance, use, and disposition
•    Establish effective systems of administrative control for safeguarding all records and deployment. Directs a staff of records management professionals responsible for the implementation of the records management program.



Minimum required qualifications

•    Strong and demonstrable track records with legal archiving, data retention regulation and legislation, eCommerce unified communication and voice recording in Financial Services firms or management consulting
•    Experience establishing new operational and IT processes or re-engineering existing processes
•    BA degree in finance, business, engineering, computer science or related discipline coupled with excellent academic credentials
•    Ability to operate in a complex environment, managing multiple initiatives covering global markets, technology, project management etc.
•    Exposure to notions and concept of classifications tools, electronic content management system (ECM, SharePoint etc…)
•    Facilitate and lead a collaborative environment, ensuring subject matter experts can work outside the box; engage people, helping them solve their own issues
•    Experience in building and maintaining transversal, non-hierarchical relationships with multiple stakeholders
•    Experience dealing with inquiries and requests for information from internal and external sources
•    Advanced proficiency in the core Microsoft Office suite (Word, Excel, PowerPoint)

Preferred qualifications

•    12+ years’ experience in Financial Services firms or management consulting
•    Advanced degree in finance, business, engineering, computer or related discipline coupled with excellent academic credentials
•    Familiarity with current regulations related to Records Management in APAC
•    Direct experience establishing a Records Management operational process/system
•    CISA Certification, PMP Certification and/or Records Management Industry Certification
